Comprehensive Planning is a process that determines community goals and aspirations in terms of community development. The outcome of comprehensive palling is the Comprehensive Plan which dictates public policy in terms of transportation, utilities, land use, recreation, and housing.
In Garland, comprehensive planning focuses on the activities and projects contained within the Envision Garland 2030 Comprehensive Plan. This Plan encompasses a variety of planning and special projects, including small area plans, corridor plans, downtown revitalization, transit oriented development (TOD), and demographic data.
The Envision Garland 2030 Comprehensive Plan was unanimously adopted by the City Council on March 20, 2012. The plan serves as the guiding policy document for long-range planning within Garland, focusing on issues related to land use, economic development, housing and neighborhoods, transportation and infrastructure, and community design.
Comprehensive Plan implementation requires the coordinated efforts of those engaging in physical and economic development.
